"In this ground especially I share the opinion of Sir George Bowen that the Officer Commanding the Troops should be re-admitted to the Legislative Council, and that in the absence of the Governor the Government should again, as formerly, be administered by that officer. But there are many reasons for this opinion.
"The Officer Commanding the Troops ordinarily stands next to the Governor in precedence, but he and others are liable to be passed over at any time by the Colonial Secretary, or Acting Colonial Secretary, who becomes Administrator if the Governor is absent. In this way the Superintendent of Victoria Gaol twice acted last year as Governor of this Colony and Representative of the Queen. On the ground of the high office he accidentally held, he some months afterwards attended his funeral in full uniform.
